Position Summary
The Deputy Fire Chief of Administration and Support Services is a senior leadership position responsible for overseeing and enhancing the professional conduct, training compliance, accreditation, and operational excellence of the Fire Rescue Department. This role ensures that all personnel adhere to the highest standards of ethics, performance, and accountability, while fostering a culture of continuous improvement and public trust.
The primary responsibilities include overseeing the department’s budget development, administrative activities, fire prevention, training, budget/finance, training, policies, compliance with statutorily required mandates, and all accreditation / reaccreditation (i.e., Center for Public Safety Excellence and Commission on the Accreditation of Ambulance Services) activities. The position also serves as the department’s liaison to Flagler County Human Resources related to recruitment, hiring, and promotional processes.
Works independently on major organizational functions that are executive, professional, technical, or affect administration policies organization wide. Responsible for all planning of work attainment of assigned objectives with considerable initiative to make major decisions limited only by broad policies or objectives and proceeds along lines of own initiative except when such programs and commitments require large investments or expenditures. Decisions involve the exercise of judgment in applying the principles of a highly technical occupation or profession. Requires creativity as it relates to addressing highly technical problems/issues. Responsible for high degree of accuracy, control, and presentation of details. Decisions made at this level can directly have a positive impact on the productivity of the entire department. Errors have a significant effect on operating results or may negatively affect the reputation of the organization.
Essential Functions
- Supervises firefighters and paramedics on the scene of emergency incidents (fires and emergency medical incidents.
- Responds to major incidents and assumes Incident Command when necessary; serve as on-call Chief Officer for after-hours emergencies on a rotational basis.
- Assumes the duties of Fire Rescue Chief in cases of absence by attending meetings, making decisions, and providing department leadership.
- Serves as lead in the development and administration of the department’s budget processes.
- Direct and manage administrative functions including budgeting, procurement, payroll, and records management in accordance with County policies.
- Oversight of Fire Prevention and Training Divisions; ensure compliance with Florida Fire Prevention Code, relevant Florida statutes and administrative codes, and federal regulations.
- Participates in strategic planning, risk assessment, and standards of cover for accreditation processes.
- Analyzes organizational and community needs, trends, and reviews statistics to ensure Fire Rescue is effectively supporting operations.
- Ensures the department operations conform to local, state, and federal regulations, worker safety and other appropriate rules and regulations.
- Manage GIS and CAD systems, radio communications, and records management systems.
- Prepares reports, policies, and presentations for the Board of County Commissioners and County Administration.
- Participates in recruitment, performance evaluations, discipline, and employee development in compliance with County HR policies.
- Assists with public education programs, fire station design/location studies, and community risk reduction initiatives.
- Investigates any infractions of protocol, rules, and regulations.
- Reviews incident reports and other department statistical data.
- Maintains positive working relationships with County agencies and external response partners in order to provide the highest quality service possible.
- Conducts meetings and informs subordinates of new information, regulations, and procedures.
- Serve as a member of various employee committees
- Perform other duties and special projects as assigned.
- During emergencies and disaster response, is considered essential personnel and may be required to perform alternate duties

Knowledge, Skills and Abilities
- Comprehensive knowledge of fire administration, fire prevention, fire inspection, training, suppression, emergency management, and accreditation.
- Extensive knowledge of state and federal laws, statutes, ordinances, codes, standards, rules, and regulations pertaining to fire and emergency medical services in Florida.
- Extensive knowledge of effective supervisory principles and techniques
- Strong leadership and decision-making skills with the ability to manage complex operations.
- Excellent communication and interpersonal skills for interaction with staff, elected officials, and the public.
- Ability to maintain confidentiality and exercise sound judgment in politically sensitive situations.
- Ability to build and maintain effective working relationships with subordinates, peers, elected officials, external agencies, and the general public.
- Ability to maintain composure under stressful and emergency conditions
- Proficiency in Microsoft Office and fire service software applications.

Requirements
Education, Experience and Training
- Bachelor’s degree in Fire Administration, Public Administration, Business Management, Business Administration, or related field (master’s degree preferred).
- Ten years of progressively responsible fire service experience, including five years in a supervisory or management role serving at the rank of battalion chief or higher.
- Florida Firefighter II is required.
- Florida Emergency Medical Technician (paramedic preferred) is required.
- Florida Fire Officer 4 is required.
- Florida Fire Service Instructor III is required.
- Florida Fire Inspector 2 is required.
- Certificates in NIMS 100, 200, 300, 400, 700, and 800 are required.
- NWCG S130/S190 or equivalent is required.
- NWCG S215 and S330 or equivalent is required.
- Must possess FEMA All-Hazards Incident Management Team O0305 or equivalent or have ability to obtain within one year of hire.
- National Fire Academy Executive Fire Officer (EFO) preferred.
- Chief Fire Officer Designation (CFO) preferred.
- Must possess a valid Florida Driver’s License; with ability to obtain Class D license if required.
Physical Requirements
- Physical demand: Moderate
- Frequent lifting up to 10 lbs.
- Occasional lifting and/or moving up to 100 lbs.
- Ability to wear personal protective equipment including SCBA when necessary.
- Significant walking and standing required.
- Occasionally required to climb or balance, stoop, kneel, crouch, or crawl.
- Exposure to hearing alarms and the hazards associated with fighting fires and rendering emergency medical assistance, including smoke, noxious odors, fumes, dry chemicals, liquid chemicals, solvents, and oils, fall hazards, building collapses, traffic hazards, blood borne pathogens, and infectious diseases
- Primarily office environment with frequent fieldwork and emergency scene response.
- Exposure to stressful and hazardous conditions during emergency operations.
- Must be available for after-hours work and emergency callouts.
